Master's degree and State Board for Educator Certification (SBEC)
Educational Diagnostician certificate or be eligible for permit, OR Master's
degree and Texas State Board of Examiners of Psychologists, Licensed Specialist
in School Psychology (LSSP) credential.
Eligibility for an Emergency Permit requires 1) Hold current SBEC certification based on a Bachelor's Degree, 2) Have 30 semester hours of graduate-level credit in the field of education or a related field, including six semester hours in tests and measurements, at least three of which emphasized individualized testing, 3) Have completed six semester hours directly related to teaching individuals with special learning needs, and 4) three creditable years of teaching experience.
Probationary Certificate eligibility: (1) have
a Bachelor's degree or higher and (2) an applicant MUST submit a
letter from the college/university with the application indicating they meet
probationary certificate eligibility requirements and will be placed on an
Educational Diagnostician probationary certificate upon employment.
All applicants not certified must submit a worksheet/deficiency plan
stating the courses needed for certification from the college/university
to attend with application, by application deadline.
Ability to organize and
maintain accurate records. Knowledge of school district organization, operations,
policies and procedures. Skill to interpret and apply rules, regulations, policies
and procedures. Excellent oral and

Receives student referrals and
implements the appraisal process.
Selects and administers formal and informal assessments to determine
student eligibility for special education services according to federal and
Texas Education Agency (TEA) regulations.
Collects and organizes relevant assessment data from student's cumulative folder, classroom teacher(s), principal, support staff, parents, and outside resource people. Conducts classroom observations and personal interviews. Participates in the Admissions, Review and
Dismissal (ARD) Committee to assist with interpretation of assessment data,
appropriate placement and the development of Individual Education Plan (IEP)
for students according to district procedures.
Assists classroom teachers with implementation of IEP.
Consult with teachers and
relevant staff concerning the educational needs of students and
interpretation of assessment data.
Consult with parents,
teachers, administrators, and other relevant individuals to enhance work with
Demonstrate skill in conflict resolution with staff.
Maintain a positive and
effective relationship with teachers and supervisors.
Assist in the selection of assessment materials and equipment. Assist the principal and the Division Director for Instruction in the evaluation of the evaluation of the assessment program and overall special education needs of the units assigned. Provides staff
development training in assigned units to assist unit personnel with
identification and understanding of students with learning disabilities and/or emotional, social, and
behavioral disturbances. Perform duties in a professional manner through daily,
punctual attendance at location of work assignment. Execute duties in a professional, ethical and responsible manner
as defined in 19 TAC Chapter 247, Code of Ethics and Standard Practices for
Texas Educators. Follow Windham School District policies and procedures in
completing assigned job duties.
