1. INTRODUCTION

Windham School District is soliciting quotes for proposals for the installation of secure internet access to provide access to online educational resources and testing for incarcerated individuals within the Texas Department of Criminal Justice.

2. BACKGROUND

The Windham School District (WSD) was established in 1969 by the Texas Legislature as an entity separate and distinct from the Texas Department of Criminal Justice (TDCJ), with the Texas Board of Criminal Justice (TBCJ) serving as its Board of Trustees.

The mission of the Windham School District, in partnership with its stakeholders, is to provide quality educational opportunities. The goals of the District in educating its students are to reduce recidivism, reduce the cost of confinement or imprisonment, increase the success of former residents in obtaining and maintaining employment, and to provide an incentive to residents to behave in positive ways during confinement or imprisonment.

There is a need to access secure online educational services utilizing technology.

3. SCOPE OF WORK
The bidder should be able to provide a presentation and demonstration for the topics listed below.

Online education content provider and internet network administration. Vendor should provide the following:
* Hardware and software for secure wireless connection to access internet resources.
* Student testing and learning devices with access to online education and testing services such as GED, TABE, Accuplacer(TSI), Aztec, NCCER, ASE, DRC, Reading Horizons, Best Plus, PearsonVUE, ServSafe, iCEV, STAAR testing. The average WSD computer lab has approximately 20 computers in it.
* Ability to provide internet access through vendor or bundled through outside vendors if network connectivity in place is not enough.
* Network infrastructure to reliably support hardware and software demands including, but not limited to simultaneous video streaming from installed resources.
* Vendor supplied device troubleshooting and replacement support.
* Proof of concept demonstration.
* Ability to complete the project within three months of award.
* Ability to clear Texas Department of Criminal Justice's security requirements to bring devices and network infrastructure on to secured prison facilities.

The bidder should be able to provide a proposal outlining their ability to meet the SOW to include one of more of the listed subjects.

4. DELIVERABLES
As defined throughout this SOW.

5. SERVICE LEVEL AGREEMENT
Documentation of professional experience and appropriate credentials is required.

6. SERVICE TERM
The bidder should provide service term dates for the proposal to satisfy the scope of work.

7. INVOICES

9. ADDITIONAL TERMS AND CONDITIONS TO BE INCLUDED IN THE AGREEMENT WITH THE SUCCESSFUL BIDDER

Choice of Law and Venue. This agreement is governed by the laws of the State of Texas. Venue is proper in Walker County.

Subject to Funding. This agreement is subject to cancellation, without penalty, either in whole or in part, if funds are not appropriated by the Texas Legislature.

Assignment. No right or interest in this agreement shall be assigned by either party without the written permission of the other party and no delegation of any obligation by either party shall be made without the written permission of the other party.

Severability. The invalidity or unenforceability of any provisions of this Agreement shall not affect the validity or enforceability of any other provision of this Agreement, which shall remain in full force and effect.

10. VENDOR RESPONSE
The Vendor must demonstrate its knowledge and expertise of the product requested.

11. PRICING
Interested individuals, organization or corporation who desire to provide a proposal for consideration are requested to provide the associated cost.
