Division of Operations

The Division of Operations directs and manages initiatives to support the district’s mission.  The division includes the following primary functions:  Business Services, Human Resources, Information Technology, and Operational Support.  

Business Services
Business Services provides support for Accounting, Accounts Payable, Budget, Payroll, Purchasing and Warehousing.

Human Resources
Human Resources is organized to foster, reinforce and sustain fair, equitable and consistent application of programs, policies, laws and services necessary to support the district’s mission to reduce recidivism.

The division consistent of 7 employees who oversee the district’s recruiting, applicant selection, personnel record maintenance, salary schedules, performance evaluation management, policy, program staffing, substitutes, service awards, certification, staff development, job description, benefits/insurance, and contracts.

Information Technology
Information Technology provides services to all Windham Administrative Offices. The services provided include:
1. Providing analysis of computer needs
2. Developing specifications for computer purchases
3. Providing assistance with office automation
4. Providing programming for custom application development
5. Providing programming for data reporting
6. Providing training and assistance for end users
7. Scanning of student testing

Operational Support
Operational Support provides direct oversight of compliance and operational reviews, attendance policies, campus planning and development and coordination of ITP guidelines.  The department also oversees district and student achievement reporting, program evaluation and records retention.  Operational Support coordinates internal and external research and serves as the educational liaison to private prisons, parole and American Correctional Association (ACA) initiatives.  The Recreation program, ECHO Newspaper and the Radio and Television programs are also under the supervision of the department.

Division of Special Programs and Populations

The Special Programs and Populations Division consists of Counseling, Testing, and Records; Library Services departments and Title I, Special Education, and ESL programs.  The Special Programs and Populations Division is dedicated to supporting quality instruction in our District.  Counseling, Testing, and Records is responsible for the district’s testing program, management of educational assessments and maintaining educational records.  Library Services provides offenders with a wide variety of books and materials to support the district’s educational program.  Title I is a supplemental program provided for underachieving students who are 21 years of age or younger.  Special Education is provided for students with learning disabilities.  ESL, English as a Second Language, is a program for students with limited English proficiency.  All these programs and services work to enhance our instructional division.

 

Library Services

Library Services offer offenders a wide variety of books, reference collections, and materials in support of educational programs, as well as recreational reading. Librarians and clerks operate unit libraries and maintain library inventories. Librarians promote the use of libraries with library orientations, poetry contests, book reports, art contests and essay contests. They also maintain newspaper and magazine subscriptions at each library.

Volunteer Program

People helping people is the essence of volunteering in correctional education. Volunteers are active on advisory boards and committees, in education, vocational and life skills training. Correctional volunteers:

1. Provide assistance with specific activities and programs.

2. Promote personal growth and development.

3. Help facilitate an offender's reentry into the community.

Family Educational Rights Privacy Act (Student Records Requests)

Pursuant to 20 U.S.C. Section 1232g:

The WSD Superintendent has designated the WSD Counseling, Testing and Records Department as an alternate recipient of FACSIMILE requests under the Family Educational Rights and Privacy Act (FERPA). Email requests shall be accepted only if a signed release is scanned and emailed as an attachment, as FERPA allows the release of educational records only through a signed request or in response to a subpoena. For requests of student records, the address, email address and facsimile number of the WSD Counseling, Testing and Records Department shall be as follows:
