Postsecondary Education Program Advisory Committee

The Postsecondary Education Program Advisory Committee is dedicated to providing access to high-quality postsecondary opportunities that foster personal, academic and professional growth. These opportunities empower students to reach their full potential, significantly improve their employment prospects and establish meaningful partnerships with postsecondary institutions committed to supporting learners within incarceration. Windham serves on the Advisory Committee as the statutory designee for adult education and career and technical education.

The Advisory Committee is comprised of mandatory and relevant stakeholders.

Mandatory members include:

  • the Texas Higher Education Coordinating Board;

  • the Texas Department of Licensing and Regulation;

  • the Texas Workforce Commission;

  • public institutions of higher education on a rotating basis;

  • an organization that represents the families of students participating in postsecondary education programs administered by the district;

  • an organization that advocates for the education of students participating in postsecondary education programs administered by the district; and

  • current or former student participants in postsecondary education programs administered by the district.

Texas Education Code §19.013

The committee convenes on a regular basis to discuss and address ongoing initiatives and challenges, as well as to review applications submitted by institutions of higher education. This process helps prevent unnecessary duplication of programs and services and supports the efficient allocation of resources.

Additionally, the committee collaborates with the Texas Higher Education in Prison Consortium for support, guidance and recommendations.
